This message means, that during the new eSIM setup you need having a strong WiFi signal or existing active eSIM on your device is blocking new eSIM activation.
Please temporary turn OFF all eSIM data plans on your device before new eSIM activation.
Please make sure you have a reliable WiFi connection during the new eSIM installation.
